Some phone numbers aren't accepted by my iPad

Two problems when texting:

1) some phone numbers aren't accepted by my iPad - even numbers that are associated with another iPad. How to overcome this problem??

2) I understand that I can text using an email address, however, when I add an email address (instead of a phone number), the "mail" button is greyed out so I can't use it. How do I overcome this problem??
