How do I shut down an app that won't quit?

I have an app that I can't shut down. I can still drag it around by click-holding on the top panel. It doesn't have the three dots on the left of the top panel, so I can't close it by clicking on the red dot. When I click on the icon on the bar at the bottom of the display, the menu pops up so I can choose Quit, but it won't shut the app down. I've tried several times.

Is there any other way I can shut the app down?

Mac mini 2018 or later

Try force quit: press Option-Command-Esc keys.

Try force quit from Activity Monitor: Launch Activity Monitor and use the search field to enter the name of the app, then choose it and click on the "x" from the top left of AM.
