I just bought a refurbished iPad and it asks for an access code I have not yet set

I just bought (received yesterday) a refurbished iPad. I have not been an Apple client before. I set up my account etc, and as I tried to become familiar with the iPad, the screen suddenly asks me for an access code that I have not set yet. I can't access anything. I am not a computer person and many of the instructions at Apple bypass my understanding.

If there is any way I can still use and finish setting up the iPad, is is possible to disable that access code function? It already asks me for my password every few seconds when I stop using it, that would security enough for me.

There is a lot you have not told us. It's hard to know what "access code" means exactly.

Here are a few unanswered question:

Might you have purchased this device from an unauthorized source?
Was the device thoroughly cleansed before turning it over to you? In other words, if you received this device from an authorized source, it would display a "Hello" screen when you first turned it on - just as it would if it were brand new.
Might you own any other Apple products? If so, perhaps you're seeing a verification code: Get a verification code and sign in with two-factor authentication - Apple Support
