Can you go into the apple store and buy an ipad mini on a monthly contract? is there a upfront payment?

This was never possible.
iPads are NOT the same as a cell service contract for a smart phone/iPhone.
Besides, even with most cell phone servicea, you are locked into a year to two year contract or some cell phone services/companies that have a month to month cell service or have a month to month service where you purchase a monthly amount of minutes of use.
None of this exists for iPads.
You cannot buy/rent an iPad on a month to month basis.
You can only apply for personal credit card through the link below and make monthly payments to the credit card service.
