Why am I getting a notification of ICloud backup is nearly full and I just switched from 4s to 8plus with very minimal pictures stored

One possibility is that you still have the backup of the old device stored on iCloud and there isn't room for both. The following has information on how to delete an iCloud backup and other information that may help: Manage your iCloud storage - Apple Support
