Safari spell check not working, no suggestions, no learn a word in list

Again, I ask the community: Why is Spell Check not working on some sites in Safari but works on others?

If a word is spelled wrong or not recognized it shows a red line under the word. If I click to check, no word is suggested, no choice 'to learn' a word, no options but the term , 'look up'.

There is something wrong with Safari Spell checker and interestingly Google chrome's Spell checker.
