With the confirmation the mice should be able to speak, the most common cause of silence is either Theater Mode or Silent Mode getting set accidentally. Swipe up for Control Center and check, because these settings seem very easy to activate with a stray finger.

If I remember correctly, the mice only speak on Series 3 and Series 4.
