Upgraded phone and having trouble adding cards back to Wallet

I recently upgraded my iPhone from 8 plus to Xs. I wanted to be able to use it for both my personal phone number and work number. So far everything worked well with it and my watch. Except adding back my cards to Wallet. I was able to add two of the previous cards and activate them with no problem. However, two of my cards from USAA will not activate/verify with Wallet. I spent an hour and 20 minutes on the phone with them and they say that the cards are active and verified but Wallet still says that they need to be verified. I deleted the USAA app, redownloaded it, ensured that the cards were not attached to any device, and removed them from Wallet. However, when I went to add a card, there they are! How do I fully remove them so that I can add them back?

Try to add them manually. If you can't add cards to Wallet for Apple Pay - Apple Support


Also, did you add those cards to your Apple ID payment information?
