lock all of system preferences

Hi,

I have a couple of Macbook Pros that I need to have ALL of the system preferences lock. I'd like for when the person clicks on system preferences, that a box would pop up saying something like "you don't have access to this" with the options that say "ok", "allow once" , "allow always" and then we'd enter the admin/password. They both had it, and then somehow they don't anymore.

I can't have anyone changing anything. These computers need to be on LOCK DOWN!!

I have tried security/privacy, and that isn't working. Both do have parental controls on them, but that's not working either. I'm in desperate need of getting this fixed, ASAP.
