Activation Lock on IPAD's mom

My mom can't access on IPAD. Due to it required apple ID and password to unlock but she can't remember them. So could you have the way to unlock it?

An activation lock is different than a passcode lock for her iPad. The former is established with her cellular provider as part of a service contract with that provider. The latter is something that she would have set up when she first got her iPad.

... so which one are you referring to?
