i have deleted my photos on my Iphone 5S BEFORE I sing out from my icloud acount on 5s how can i restore my photo on icloud ?

You can use a computer internet browser and log into iCloud.com, go to the Recently Deleted album in the Photos app there.

Also note that if you were deleting things from the 5s because you were selling or giving it away, you can use the following procedure and it will not affect anything on iCloud: What to do before you sell, give away, or trade in your iPhone, iPad, or iPod touch - Apple Support
