Personal Hotspot Problem

in cellular, there is inactive "Set Up Personal Hotspot"

How can i active this section?

Some time error "please contact your carrier" is appearing.

iPhone 5s, iOS 12

Some carriers restrict the use of the hotspot. Best placed to call your carrier and ask.
