Just bought new 10.5” iPad Air from Apple. The App Store DOES have my correct Apple ID, but no matter what am doing, a pop up asks for my OLD Apple ID. Driving me nuts. What is procedure to stop this, please.

Where is it requesting your old ID? Check the App Store and iTunes Store to see if there are any updates for apps/purchases. A request for another Apple ID password is often caused by updates to apps/purchases that were made when using the other ID. Those purchases are tied to the other ID and can't be transferred. One option is to delete the apps/purchases made by the other ID and download them using the new ID if desired. If necessary, check your purchases history to see which apps/purchases weren’t made by the current ID.

Sorry for delay reply. My iPhone XR does really tell me much, but something I did has stopped the pop ups. They would happen no matter what I was doing. The App Store has my current Apple ID. As an aside, my old Apple ID is very old. Although I did not find on my iPhone about the dates of downloads, anything I have with current ID is on the new side. No real old stuff.
