Old Apple ID

Only has been happening since iOS 13; on iPhone 11 Pro Max;

An old apple ID keeps popping up (not even an old one of mine)

ive tried resetting, signing out and signing in to my Apple ID, and deleting old apps - still pops up. Driving me insane!

any help would be appreciated.
