How do you move a folder to a different screen?
If I drag a folder a different screen, either the screen doesn't move to the next one, or it does, but the folder bounces back to it's old spot.
Is there a way to move them?

You have to use sort of a soft touch. Drag the folder slowly over to the edge of the screen and as you get close to the edge, drag it about half way over and the folder should jump to the next screen.
