Are you saying Chrome is always running? Is there a black dot beneath the Chrome icon on the Dock?
Can you Force Quit Chrome? If you right click or Control click the Chrome icon on the dock, you should be presented with a context menu. If you then hold the Option key, the "Quit" option will toggle to "Force Quit". You can also bring up a Force Quit menu selector by pressing Command + Option + Esc.
Are you using any extensions or other add-ons with Chrome?
If you can shutdown or restart normally, you can try unchecking the box for restarting apps next time you log in. Then actually reboot.
If you are saying you can no longer use Chrome, then see if you can download EtreCheck using Safari. Post the EtreCheck report here using the "Additional Text" icon which looks like a piece of paper.
You can also boot into Safe Mode to do these things if a normal boot & login is giving you problems. Your screen may flicker or flash due to the very basic video driver being used while in Safe Mode.
If you feel the need to run an anti-virus app, then only use MalwareBytes. It is the only such app for a Mac which will do a decent job. Normally AV apps and most other utilities are not needed on a Mac.

From where did the message come? To what Google icon do you refer? What did the message say, exactly?

The message said that close this & contact Apple Support as there is Malware that has been downloaded. I can’t get that Google Chrome to quit from the Dock. I just shut my computer & changed Apple password.
You don't need to contact Apple Support. There is no malware on your computer. You are looking at a scam message. Use ignore it and/or erase or delete it.
Can’t do any of those things! It just froze my screen. Can’t get Google to go away from Dock. But thanks for responding.
