I currently own the MacBook Pro 2018 13inch and lately when watching Youtube videos or even using Apple Music the laptop gets hot to the touch. When I put me ear to the vents I do not hear any fans spinning. How do I know when the fans are working effectively? I don't remember my computer running this hot before using the intel utility its currently at 47.50-55c.

These could provide useful general or specific helpful information as time goes forward.
Those temps are very low for a laptop so I don't see a problem. Apple laptops do run hot especially when watching videos.
You can run the Apple Diagnostics which will check for fan or sensor issues.
