You can't. If you don't know or can't reach the owner who put Activation Lock on the iPad, you have a useless device. Apple will not help you. We cannot help you.

If you purchased this iPad, get your money back. If you can't get your money back, recycle the device responsibly.

There is ABSOLUTELY NO WAY TO BYPASS ACTIVATION LOCK, without the assistance of the person who locked it.
