Why are iCloud photos on my iPad putting it over-capacity?

My iPad is plugged into my Mac. iTunes shows that my iPad Air is way over-capacity because of Photos. I have iCloud turned on, so that I don't have to store photos on the iPad. So how are they taking up so much space?

That is not how the iCloud Photo Library works.


It is not off device storage. It is a syncing service, designed to keep your photos synced between devices.


You can reduce the amount of local storage required on your iPad by optimizing the library.

I understand that iCloud is not a storage device, that it is for syncing between devices.


But aren't the iCloud photos that are accessible supposed to allow me to not have to store the photos on my device, so that they do not take up so much room? If not, doesn't that mean that I can either see all of my photos using iCloud, or not see any photos because I have to turn off iCloud to save space on my phone?
