I was sent an email saying I will be charged unless I downgrade to a 5gb storage plan. I dont have an iphone anymore and I dont want to install Icloud for windows.
How can I downgrade?

If you use Microsoft Store to download icloud (instead of the Apple website version), when you uninstall it, you won't be left with the usual junk Apple leaves behind (like Bonjour etc).
You'd find it easiest to install the iCloud Control Panel, cancel the subscription as indicated in SuperGlideDude's link above, then uninstall the Control Panel. I suspect this would be quicker and easier than faffing about with Support.
if you no longer have any access to a iPhone or Mac etc, you would need to contact apple and ask them to cancel your subscription
