I am in Sweden and want to buy a reconditioned MacBook Pro (preferably 2017 model). Where can I buy it on apple website? I am looking forward for this

Official Apple refurbs may not be available worldwide. If the location preference in the lower right corner of your Apple home page (scroll to bottom) shows "Sweden," then look just above and to the left of that icon to the list of links. That section looks like this in the US:
Note the "Refurbished and Clearance" link I circled in red that is on the Apple US site. If that does not show in your home page list of links, I must assume refurbs are not available in Sweden.
If you have access to an Apple-owned retail store, your best action is to talk to them about how to get a refurbished Mac. We are all end users like you so can't know all of Apple's "whys" and "why nots."
