Nope. If you don't know the previous owner, who locked the device, it's a 100% useless device. Apple WON'T help you. We CAN'T help you. Activation Lock can ONLY be removed by the owner who locked the iPad and if you don't know them, you can't EVER use the device.
Return it for refund or enjoy your new paperweight in the shape of an iPad.
