I have a version 10.3.3 iPad (14GB) and it is running out of memory (16.7MB left). I cannot find where all the memory is going when I look in the storage and iCloud usage tab. What can be done to get more memory?

The only way to get more memory on any iOS device is to delete things you don't need or use. This can include Apps, Photos, Music, Videos, Books, Texts, Email.
My problem is I have done this once and now when I look at these items in the storage files I can only find about 4GB of apps, photos, etc. So there is something taking up almost 8GB of storage that I cannot identify to delete. Anyone else have this experience?
Wen you go to Settings > General > iPad Storage
