found a ipad at the dump
how do I reset it if I cant find the original owner? cant get past the activation lock screen.

You can't. Turn it over to the police. Activation Lock cannot be bypassed. Apple will NOT help you. We cannot help you. You likely found an iPad someone stole and found out they could not use. It's a 100% useless device to you.
