I am using applications such as notability, pixelmator and others to my iPad and iPhone. Do I have to pay again for these apps to my new MacBook Pro in order to download them?

If you're using iTunes 12.6.5 or below, the iOS versions can be downloaded to the Mac, but not run on it.

iPad apps do not run on computers. You will need to buy a different version of the app if it exists.
