Factory reset

I did a factory reset on my old iPad and the device appeared to be ready for a new user, as if it was a new device. However, it is now asking for a 4 digit pass code. However, the only pass code I ever used when it was my iPad, will not work. Why would it ask for a 4 digit pass code when the device was factory re-set? What should I do?

Follow directions here. Be certain your iTunes is current (12.9 or later).
