If you can't remove your last payment method or use no payment method with your Apple ID - Apple Support

Other than contacting Apple, have you contacted your financial institution for assistance?

Important: Some purchased items are just not allowed to be downloaded, and often that depends on your current location (a country). So, if you are trying to download your purchased items, and have no access to them, data restrictions may have be the issue here. That’s just the way it is.
