Apple ID disabled

A few months back my card was charged by apps and I disputed the charges because I didn’t allow those apps to charge me and ever since then my Apple ID has been disabled how do I fix this to continue using it and download new apps?

Contact iTunes Support in the country where you live (and which is therefore the country on the account) and see if they can/will re-enable it : http://www.apple.com/support/itunes/ww (click on your country's flag, the country where you live, and which is therefore the country on the account ; click on Contact Support towards the top right ; click on Get Help under 'Talk To Us’)
