Disabled apple ID

So. About a month ago I tried to download a free app and what came up was that my Apple ID was disabled. I then chatted with a apple support guy, and he told me that I just needed to add a different card to my account for payment. I proceeded to do that but it still says it’s disabled. Meanwhile my card works just fine everywhere else except iTunes.
