If I do not have an app downloaded on my phone can it update? Also does the app stay in your iCloud after you remove the app off your phone??

You will not see an update for the App in the App Store if that's what you mean, but the App will be the updated version the next time you download it.

Deleted Apps are not stored in your iCloud. They are simply removed from the device, and any subsequent downloads will come straight from the App Store servers. So will be the currently available version there.
