Having Trouble

I am trying to add a payment method to my account but it keeps saying that your payment method was declined. It is starting to get irritating because I want to download apps but I guess I cant. I also tried to cancel some subscriptions but for some reason, when I go to the manage subscriptions, click on the the subscription I want to cancel? There is no CANCEL SUBSCRIPTION button at all. Why?
