Can phone be backed up from desktop or any other way to retrieve information in it to transfer to new phone?

No.
Backups must occur before catastrophes. After a catastrophe, it's too late.

IF you have previously synced with an backed up to the computer in question it may give you one last backup. If not, no it won't work.
It's a bit late to back it up after it's broken.
