I recently got my iphone 7 replaced with a new one because of "no service issue". The previous device was registered. Can the previous iphone's IMEI be shifted to the replaced iphone's IMEI to avoid extra tax charges again?

The IMEI is like a serial number. It is associated with one iPhone device and cannot be transferred.
