Spectrum mobile and iPhone XS Personal Hotspot not working

This topic was covered last fall (2018) and appeared to be resolved. I have an iPhone XS and use Spectrum Mobile. I was not able to connect to my personal hotspot last fall but the problem was fixed and everything worked fine until this spring. Once again, I cannot connect. Is anyone else experiencing this issue?
