I regularly scan notes to a continued PDF file on icloud. After an update, it replaced the PDF instead of continuing it. so the old data seems lost. is there any way to restore an older version of the PDF on iCloud?

I understand you are working with a PDF file on iCloud and are looking for a way to retrieve an older version of the document. What application are you using for this note? Most software applications have a way of reverting back to different versions of the same document.
Do you have a local copy on your computer or iOS device as well? If so, you could restore the document from a backup.
As a general practice, even if I'm updating the same document for years, I will have a copy on the internet and one locally on my device. And, periodically, I will use the "Save As" feature in most applications to create a copy and add the updated date to the file name. (Example "Household budget updated <date>).
