socks proxy macOS localhost 8080 not unchecked

Every time my iMac is restarted after unchecking socks proxy , it is re-checked again. What to do in order to have a permanent solution that the proxy server keeps unchecked?

I turned it off and reset my mail program (Outlook) and everything worked fine. when I turned on the computer the next day the same problem occurred. My IMac keeps switching the Socks Proxy "on". Is there a fix to the problem of what is causing the SOCKS Proxy to be enabled on system boot on my MAC. I am using OS 10.14.6 My Microsoft outlook will not connect to any of my email servers with the SOCKS enabled. Once disabled everything works fine. Is there a program that loads, that sets this function to true?

I used the EtreCheck app from the App Store: run the check. Two major issues were discovered: adware. I used the instructions of this app to remove these. After restarting, the problem is solved.
