Can't sign in to facetime

I'm trying to sign in to facetime, but I keep getting an "error occurred during activation, please try again later" popup.

It says to go to Settings>Facetime and then turn on or off.

I don't get that option, only the Apple/iCloud sign in box. I try to sign it, it says "verifying" and then i get the error activation popup again. I'm becoming rather upset, I just got this iPad today (Gen 4, model A1460, MD523LL/A) and I can't do anything at all with either Facetime or iMessage.

Help!
