On Family Sharing one child cans see all purchases and one child cannot, but heir settings are exactly the same

I have Family Sharing set up. One child cans see all purchases, namely M=movies from iTunes, but one child cannot. Their settings are exactly the same. I can't figure out what the problem is!

family sharing issues hello so until recently I've had no issues with this. But suddenly my children's accounts can't access the movies and TV shows I purchased for us in iTunes. I mean they still can access them on the Apple TV cause it's logged into my iTunes account, but does anyone know why they suddenly can't access the movies and tv shows? I thought maybe it was their iPads but I checked and they are both up to day iPad airs and it no longer works on their phones.
