Setup existing Fongo number - how do I get the verification code?

I have a new iPad and used Fongo on my old one until the old iPad suddenly crapped out. Now I’m trying to add my existing Fongo phone number to my Apple ID so I’m ‘contactable at’ that number so I can receive texts through Fongo but Apple keeps sending my verification code to my Fongo number but I can’t receive the texts at it until after I add the number successfully. I’m not able to use my old iPad to get code either because it no longer activates. Suggestions are welcome. This is NOT a two factor identification question. I need Apple to send the activation code for my fongo number to my email address so I can retrieve it and finish the phone number setup. Is this possible?
