I have the band Tool's discography but I also use Apple Music. I am unable to sync the discography to my iPhone XS Max. I believe it is an issue with using apple music as well. Is it possible to put the music on my phone without changing my subscription/turning off library sync between iPad/iPhone?

Try toggling/turn on iCloud Music Library which should force iTunes to upload the album to iCloud so it can be synced with your devices.

You can sync music to your phone using iTunes or Apple Music, but not both.
Adding this music to your local iTunes library should sync it to your iCloud Music Library.

It’s in my iTunes but it won’t sync to my phone unfortunately but I do believe it’s related to Apple Music. I seen something about needing to turn off Apple Music but If I do I get a warning that it will delete all the music on the devices that use Apple Music which doesn’t really fix my problem.

If you have already bought the album you can add it to iTunes on a computer that also has Apple Music enabled which will sync it to your iPad and iPhone.
