I have a used apple watch and connect it to my iphone because the previous owner didn't remove the watch from their icloud account. Any solutions?

Unless the previous owner removes it from their Account or gives you the Passcode you cannot use the Watch. If you are able to contact the previous owner and he/she is willing to furnish you with the Passcode, do it in their presence and Pair your Watch to your iPhone prior to departing.
