How can I get the iCloud icon on my iPad?

There is no app with the iCloud icon on iPad. Just the files app which is your iCloud Drive. You can find your iCloud settings in the settings app of your iPad.

There is no app with the name "iCloud." You may be thinking of "iCloud Drive" -- that is now the "Files" app.
