I have a mid 2014 macbook pro that I almost only use Bootcamp on. I have seen that it drops 30% FPS exactly on games, with it set on full performance. The CPU is at around 70 degrees Celsius. Is this thermal throttling? It occasionally also starts happening when the macbook is charging.

You have a 2014 Mac, which can accumulate dust. I suggest cleaning the fans with canned air and checking?
SMC Reset should be a fairly quick process. If the LED on the power adapter blinks, then you should be fine.
Do you have Windows Fast Start enabled?

Take a look at the ifixit MacBook_Pro_15 Retina_Display_Mid_2014 page.
The 2014 15-in should have the nVidia GPU. Do you have any unknown devices in Windows Device Manager?
Does a SMC Reset change the behavior?

Is it a 13-in or a 15-in model?
It's 15 inch.
Also, after removing the charger from the laptop, a minute later the 30% FPS drop stops then comes back a few minutes later.
It does have a nVidia GPU. I usually don't check device manager, but it doesn't look like there is any unknown devices. The GPU is "2047MB NVIDIA GeForce GT 750M (Apple Computer)".

It did for one boot, then after rebooting it went back to dropping. The SMC reset happened instantly (?), the charger flashed as soon as I pressed shift control alt and the power button. Is it supposed to take longer? Also if it helps, I have circled parts where the framerate dropped by 30% from a graph on Task Manager.
