Why can’t my iPhone XR support live wallpaper?

iPhone 6 and iPhone XR do not have 3D Touch

You need an iPhone with 3D Touch for Live photo.

Because iPhone XR do not support 3D Touch.

Set a Live Photo as wallpaper for the Lock screen

When you set a Live Photo as wallpaper, you can press the Lock screen to play the Live Photo (models with 3D Touch).

It would not make sense. The Xr is a phone offered for less money than the Xs. Apple has stated at the introduction of the Xr that the Xr doesn't feature 3D Touch, only Haptic Touch which is different.

Now Live Wallpapers require that 3D Touch, which cannot be added to the Xr later on because it requires a touch-sensitive layer on the touchscreen which is hardware. If you really want 3D Touch, you'll need a different iPhone. I suggest the 8 Plus, X, Xs or Xs Max.

Would you be will to pay about $1,000 or maybe a little less? Sell your iPhone XR on the open market and buy an iPhone XS or XS Max. Apple cannot modify the hardware on your XR to give you 3D Touch without replacing the screen and the logic board.

Never. It's hardware not just software.

Just to clarify:

In an iPhone XR you CAN take a live picture. Then, opening your camera roll, you can press that photo and make it move.

But you CAN NOT use it as a LIVE WALLPAPER.

Wait until September when the new iPhones are available... you can then sell your Xr and get a new one or a Xs (Max) for cheaper money... but let's wait first what Apple is doing.
