How to restore data from iPhone 8 iOS 13.3.2 to iPhone XS iOS 13.3.1? which both are newest updates

Wait for the next update; if you can't, back the older iPhone up to a computer, find the most-recent backup file, make a copy of it, open the original in a text editor, and change the 12.3.2 to 12.3.1 inside.
