Why is the icloud backup not working , it shows that ‘ the last backup wasn’t completed because of poor network connection ‘ also when my wifi gives a good connection.

Do you have access to another WiFi network where you can try? That has worked for several people.

What do you mean by 'good connection' ? Is it a quick network ? I assume you've tried disconnecting and reconnecting to the network and rebooting the phone, have you also tried on a different network ?
