You can't have the WhatsApp app on your iPad because Facebook who owns WhatsApp hasn't released one for iPad. And this is likely because WhatsApp uses a cellular telephone connection, which no iPad has.

To your second question, the answer is because iPad does NOT have a cellular radio like a cell phone. Yes, you can get a cellular iPad with a Sim Card, but the sim card is for Data connectivity ONLY, not for cellular phone connection.

Scanning the QR code to use WhatsApp desktop for Windows or MacOS is how the developers of WhatsApp have designed their computer App to connect to their service and your account. If you do not like that method of pairing a computer with your WhatsApp cellular telephone service account, then you would need to discuss that with WhatsApp.

Apple has nothing to do with how WhatsApp or their parent company, FaceBook, design their own software(s).
