Pop up message purporting to be from settings

A pop up message came on my iPad stating that it had been detected that my iPad has been at the risk of data and privacy leaking for a long time. The data, privacy, browsing records, location services, photos and contacts may have been tracked by hidden programmes, they may even have been leaked or used if no action is taken to protect I should tap the shown button go to App Store and install the recommended protection app for free

then run the app to secure my data and privacy. Is this a scam or should I do as instructed

YES, it's a Phishing Scam. Do not do anything recommended by the scammer.
