Can an ipad running safari still connect to todays wifi. My ipad will not connect no matter what i do.

Safari had nothing to do with an iPad's ability to connect to Wifi. If you can't connect to Wifi, try the suggestions in this link:

If your iPhone, iPad, or iPod touch won’t connect to a Wi-Fi network - Apple Support
