Personal hotspot negates screentime. Is there any way to restrict personal hotspot through screentime?

No there is not. How is a hot spot negating screen time? Are you running the latest public iOS?
Yeah - I think this is a major over sight to not have this - As it gets past wifi restrictions on iPads etc.

When you have more than one device the device that is not on screentime (a laptop or another iPad) is not subject to the restrictions of the device we put screentime on. This makes it v difficult to give your kid a device with a SIM card. They can turn on hotspot, grab another device and no screentime even when are home. You find out when you get hit w a massive data bill.
Ironically it's the younger kids who are an issue because they have no comprehension of data charges. They just know this will work...
